Developed with extensive local engagement, SHIF is a community-designed and driven source of funding designed to address housing needs within the City of Stockton, supporting activities that work toward alleviating housing insecurity for Stockton residents.

Stockton Housing Innovation Fund Overview
SHIF was created as a community-designed and community-led source of flexible financing. It is intended to be responsive to local housing needs and invest directly into the Stockton Community with the overall goal of reducing housing insecurity. The Stockton Housing Innovation Fund achieves this goal by supporting local, impactful, and innovative solutions to improve housing access and outcomes. A Community Design Team developed the focus areas for this funding in 2022, which defines what can be funded through this initiative. This fund is governed by a Community Oversight Board of local residents with lived and professional experience around housing insecurity and affordable housing initiatives in Stockton. They review, score, and recommend applications for funding annually. SJCF awarded four grants in 2023, for a total of $200,000. In 2024, our fund was increased and we award $350,000.

Turning Point Community Programs – $50,000
Funds will be used as down payment assistance to purchase a home to provide safe, affordable housing for up to 6 individuals living with mental illness and experiencing homelessness and supporting those individuals with behavioral health, case management, and rehabilitation services.
Delta Community Developers Corporation – $50,000
Funds will be used to assist ready to purchase low- and moderate-income families with downpayment assistance of up to $10,000 after they have gone through the Family Self Sufficiency program and put at least a significant amount in an escrow savings fund.
San Joaquin Fair Housing Foundation – $50,000
Funds will be used to support a housing counselor for one year to support over 1,000 residents in Stockton, preventing displacements, evictions, and homelessness through individual counseling, outreach, education, mediation, and virtual workshops.
St. Mary’s Dining Room – $50,000
Funds will be used for the “Moving” project, which will allow staff to build trust by providing assistance at specific homeless encampments for 6 months to unsheltered individuals to identify housing options, address barriers to housing, and create plans for moving into housing.
